-Kenta Rokkaku: The protagonist of Empire Kenta is a well-liked youth who doubles as Soujiro's assassin. While he despises the inner demons that allow him to kill so effortlessly, Kenta continues to do it out of loyalty to his brother.

-Soujiro Rokkaku: Kenta's older brother and a growing figure in the Japan's upper class. Quiet and calculating, Soujiro's various roles in society including philanthropist, military-industrialist, financier, and black marketeer.

-Akio Miyake: A major antagonist for the Rokkaku Family. A hedonist and probably a psychopath, Akio is hired by unknown backers to eliminate 'The Immortal Hitokiri'. However, once he realizes the truth behind the rumors he forms his on plans for Kenta.

-Ryota Inoue: The top enforcer of the Shinjike-to who works specifically with Esaias in Ouja. Formerly a Muay Thai fighter who was blinded during a fight. Soujiro oversaw the operation that gave Ryota his prosthetic eyes and in exchange, Ryota has sworn his loyalty.


-Esaias Donovan: The Shinjike-to Underboss, Esaias oversees the day-to-day operations of the organization while posing in Ouja as a foreign restaurateur. As a part of his duties Esaias also serves as an enforcer (teaming up with his friend Ryota).
